Control of Automobile Pollution  



:: Automotive pollution constitutes almost half of the overall air Pollution. The prime concern is the effect it has on the health of people, especially children and the elderly
.

:: Air pollution caused by automobiles is a major problem in urban areas. With the vehicle population increasing day by day the magnitude of this problem also increases. To reduce this menace the Central and State Governments have introduced rules specifying the maximum permissible limits of certain pollutants like carbon monoxide and smoke in the vehicle exhaust.

:: Implementation of these rules involves monitoring pollutant levels in vehicular exhaust. Equipments for the purpose of testing vehicular emissions are approved by agencies authorized for this purpose by the Central Government (Rule 126 of the CMV Rules, 1989). Private testing centers are licenced by the Motor Vehicles Department to check the pollution levels from vehicles, using these equipments and the issue "Pollution Under Control Certificate", if the emission levels are found to be within the permissible limits. Possession of valid P.U.C Certificate is mandatory.

VEHICULAR POLLUTION TESTING CENTRES AT PRIVATE SECTOR

:: There are 20 lakhs of motor vehicles, in different categories, in Kerala state. The vehicle population is increasing day by day and the smoke emission from Automobile is causing pollution and also becoming hazardous to health.

:: Government as per Order No. G. O. (Rt) 48/96 dated, 15th February 1996 have delegated to the Regional Transport Officers, the power of granting of licence to the vehicular pollution testing centers under private sector. Details of the private testing stations in Kerala.

::Every Motor Vehicle other than motor cycles of engine capacity not exceeding 70 cc manufactured prior to the 1st day of March, 1990 shall be maintained in such condition and shall be so driven so as to comply with the following standards.

a. Idling CO (Carbon Monoxide) emission limit for all Four-wheeled Petrol-driven vehicles shall not exceed 3% by volume;
b. Idling CO emission for all Two and three-wheeled Petrol-driven vehicles shall not exceed 4.5% by volume; c. Smoke Density for all Diesel driven vehicles shall be as follows:-

After the expiry of a period of one year from the date on which the Motor Vehicle was first registered, every such vehicle shall carry a valid "Pollution Under Control" Certificate issued by an agency authorised for the purpose by the State Government. The validity of the Certificate is 6 months. (Rule 115 of CMV rules)
